Most of us who have cats accept that this is what cats do, but we also set up our houses so that areas we want the cat to be in are more attractive to the cat.
If your cat likes to be down low, set up a hiding space on or just above the floor in the corner of the room. A box or some sort of partial enclosure, along with a blanket or pillows will make that area more desirable to him than the center of the room.
Get him a cat tree/kitty condo and place it where there is a good view of interesting things (by a window would be good).
Use treats to encourage and reward your cat when he spends time in the areas you want him in. Exercise him with toys every day so he gets rid of pent up energy and isn't quite as clingy. These things are all trial and error, but eventually, you and your cat will work it out.
