Dominant cat won't let submissive cat play

Help! My dominant cat won't let the other cat play during play time. The submissive one just sits nearby and watches.

Later, he takes out his aggression on us and bites and swipes ankles. I know playing will help curb this behavior but how can I break the cycle?

I don't want to close the dominant one up in another room because he will think he is being punished.

Two toys
by: Jim W.

Try using two different toys, either a throw toy or a pole/wand toy. Your dominant cat can't chase two toys at once.

If that doesn't work, and you don't want to put your dominant cat in a room, then you can take your submissive cat in the room and play in there in private.
