Why does the cat we found not play with toys?

Why does the cat we found not play with anything and only want to be pet? We found a cat outside our warehouse. He is super friendly and sweet but all he wants to do is be pet.
We bought him toys and he has no interest. I feel he may have been kept in a cage and doesn't know how to play (very sad!). He is not a kitten but we don't think he is an old man either.
