Why does my cat love to chew on zip lock plastic bags?

I have a rascal of a cat. Kirby is my Tuxedo cat. He loves to open my bottom kitchen doors where I keep Clorox and fuel. I finally moved the zip lock bags to the upper drawer but that rascal watched me do it and now he's figured out a way to get on top of the counter and open the drawer to get to the zip locks. I don't know what to do...
