What is the best collar for a cat?

My cat (female "Tibby") kept taking her breakaway collar off because she figured out how to unsnap it, so we switched to a leather buckle collar and she chewed at it until one day we only found the tag piece and the piece of leather it was clipped to, the rest of the collar was gone. I don't know what to do because she needs a collar because she keeps getting outside.
