What are the raised black spots on my cat?

Both cats have fleas and I am treating them and the areas where they go. But my female cat has these raised black spots on her neck and head. I can scrape them off with my nail but I'm afraid if I do this the area will bleed since they are attached to the skin. What are they and how do I get rid of them?
