Neutered male cat bites newly adopted feral cat's neck. Why?

I have 2 neutered male cats and just adopted a 9-month-old Feral male who also is neutered. Why is one of the older cats getting on to the back of the feral and biting his neck?

Slow introductions help

Assuming this is not just play, you may have allowed them to interact a little too quickly, and your resident cat is showing dominance. It's best to keep the cats separated and not let them physically interact until they've gotten used to each other. You may want to separate them and start the intro process all over again, only more slowly.
