My cat acts like she wants me to pet her, but runs away

My cat acts like she wants me to pet her, then runs away. My cat is a 5-year-old tortoiseshell, and she's a bit of a dweeb. We have a ping pong table in an upstairs game room, and every day like clockwork, she meows at me to come upstairs, which I do. Then, she looks at me, runs underneath the ping pong table, and starts winding around the legs and beams of it, then sits down and waits for me to get close.

Sometimes, she wants me to pet her, but mostly as soon as I sit down she runs away and rubs the bars on the other side of the table. I do this for about two minutes before giving up, because she's super unclear on what she wants.

What does she mean when she does this? Should I just sit with her? Am I being neglectful for giving up so easy?

She's being playful

I think she's just being playful. Have you tried breaking out some toys when she acts like this? Try Da Bird or Cat Dancer/Charmer and see how she reacts. You could also just try chasing her around and letting her chase you.
