Cat started defecating and urinating outside litter box

I've lived in a pet friendly apartment complex for four years now. My cat has always used the litter box. Two new neighbors moved in downstairs. Both have dogs. One is a small Pomeranian and the other a large breed dog. Out of nowhere, my cat has begun house soiling. Could it be because of the new furry neighbors?
My thoughts: It's possible. Some cats get very stressed around dogs. You might want to check with your vet to be sure it's not something else, and look at solutions for calming your cat.
