Elderly cat won't allow head scratches

I just recently adopted a 15-year-old female cat whose owner of 15 years passed away. At first, she hid a lot and cried a lot. Now, after a month or so, she follows me everywhere. She gets as close to me as possible and "talks" to me constantly. She won't let me scratch her head area, but will let me scratch her back. Can you give me any information about this behavior?

She's probably not comfortable enough yet

She may feel as though her head is a more vulnerable area than her back. She's probably just not comfortable enough with you yet. Give her time.
